15% of India’s population has some form of disability and full inclusion and equal participation of persons with disabilities is absolutely necessary. Understand  that obstacles to inclusion and empowerment exist not only for those who have disabilities from birth or early in life but also for the elderly when they come to experience reduced hearing, vision, mobility or manual dexterity; and that these difficulties may call for accessible infrastructure.
